The police and the public
In Britain people like to think that the relationship between the police and the public is better than in most other countries. But it is claimed by some people that the police have prejudices against students and against coloured immigrants.
No government minister, or local councilor, has the authority to order the police to arrest anybody for any crime whatsoever, political or otherwise. It is the police themselves who decide whether a person should be arrested or not.
The police arrest people who demonstrate only if they cause disturbance. The law is perfectly clear on this point. Demonstrations are lawful as long as there is no disturbance of the peace. The right to demonstrate is an important British freedom.
Disturbance of the peace means, for the police, trying to break into buildings, stopping people going about their lawful business, hitting policemen… But policemen are not above the law. If you can prove that a policeman has used unnecessary force, or caused injury, you can take him to court.
There are forty-one police forces in Britain, each employed and paid by local authorities. They get half their money from the local taxes and half from the Treasury. The forces are completely independent of one another, but they help each other. Each force has its Criminal Investigation Department.
The London Police Force, called the Metropolitan Police, is not controlled by the local authority. It is responsible to the Home Secretary (Ministry of the Interior) and its chief officers are appointed by the government. But once appointed these officers cannot easily be dismissed, and they take their decisions without interference from ministers.
